'packages.get_latest_package' return Return unexpected results

I' m use get_latest_package to Realize real-time updates.
I will compare the current environment variable REZ_PACKAGE_VERSION and get_latest_package.
but now 'get_latest_package' always return the same result as REZ-PACKAGE_VERSION
