Subject: [PATCH] ci: only run the full test suite if FORM source code or tests
 change

The full test suite takes a long time to run, particularly under valgrind.
Only run it if FORM's source code, the tests, or the yml file controlling
the tests are modified.

Other changes (just to the documentation, for eg) will only run the fast
"deploy" tests.
