Forgejo support? Willing to pick up/extend the stalled Gitea PR (#13127) if someone can review

Hi, I'd like to add Forgejo as a forge provider. There's already an attempt at Gitea support in #13127 that stalled purely on reviewer bandwidth, not a technical objection (per @Byron's comment there). Since Forgejo's API is largely Gitea-compatible, extending that PR seems more realistic than starting from scratch.

I don't have time to actively track down a sponsor within the team, but wanted to flag this here in case someone has bandwidth or knows who might. Happy to pick up and finish the implementation myself, a new crate mirroring the but-github/but-gitlab pattern, wired into forge dispatch, storage, and TS bindings, if someone's willing to review it.
