1.32.0 pre-release: Multiple Find All References progress UIs get stuck if DevTools invokes a FAR operation

With 0.5.4 DevTools. Doesn't repro with 1.31.4 of the C/C++ extension.

I think the repro requires invoking it on a symbol that occurs in enough files to cause the progress UI to appear.

Sean McManus (@sean-mcmanus) I have fixed this regression in #14397 the issue was caused by orphaned background timers in ReferencesManager during overlapping requests my fix ensures all previous progress state and promises are properly cleared before a new request begins. I have verified the fix with a simulation of the overlapping scenario. This should resolve the stuck UI issue when FAR is invoked by DevTools.
