Install graph_longrange from PyPI

graph_longrange is now on PyPI, so the polar extension no longer needs a git dependency.

• requirements/polar.txt installs graph_longrange==0.4.4. CI keeps an exact pin, as it had with the commit SHA.
• A new polar extra in setup.cfg (graph_longrange>=0.4.4,<0.5) lets users run pip install mace-torch[polar].
• The ImportError raised by PolarMACE points to that extra instead of the GitHub repository.

The 0.4.4 wheel is identical, file for file, to commit 6a86de5 (tag v0.4.4), which was the previous pin. Behaviour should not change.

Overview
Switches the polar extension’s graph_longrange dependency from a pinned Git URL to PyPI, without changing the resolved artifact (still 0.4.4, matching the previous commit pin).

requirements/polar.txt now installs graph_longrange==0.4.4 for CI. setup.cfg adds a polar extra (graph_longrange>=0.4.4,<0.5) so users can install via pip install mace-torch[polar].

PolarMACE ImportError text points at that extra instead of the old GitHub repo. pyproject.toml and feature_inventory.md are updated to document the new extra and the simplified polar pytest marker wording.
