feat(cli): auto-start daemon and version-gated skill bootstrap - #115

Web commands now start the named-pipe daemon on demand instead of requiring an explicit daemon start, so one-shot commands work without the harness holding a process. The daemon stops itself after an idle period, serves concurrent clients, and refuses to run twice on the same pipe. The plugin skill bootstraps by required CLI version (3.26.282, day-of-year builds) and updates a stale installation; guidance prefers webengine -c over the persistent shell. Plugin version bump 0.2.1.
