TSA-429: [FE] Allow no more than two decimal places in the Raise the limit form

Summary

This PR restricts the input in the "Raise the limit" form to a maximum of two decimal places, aligning the allowed input format with the displayed money format.

Changes

1. Decimal place restriction in the New limit field:
   • Before: The form displayed amounts with two decimal places (e.g., $0.18 spent) but allowed users to enter values with more decimal places until four, leading to inconsistent behaviors where certain four-digit values were accepted while others were rejected without clear criteria.
   • Now: Restricts the "New limit" input to accept at most two digits after the decimal point (no decimals, one, or two decimals), matching the currency format shown to the user and displays an inline validation message immediately when the user enters three or more decimal places, preventing the request from being sent. Additionally, it automatically clears the validation error message as soon as the user corrects the value, while continuing to store and calculate actual model costs at their existing precision.
