docs: add ConstraintGate landing page - #17

Adds docs/index.html as a static project landing page for ConstraintGate. Single-file static HTML, no JavaScript, no external runtime dependencies (Google Fonts CDN preconnect only). Self-contained inline CSS. Page packages the existing evidence chain: - Project thesis and current state-of-play (r14b complete, AAR v0.8 packaged, r15 planned) - r14b headline results table (v6.3 vs v6.7) and pre-registered guardrails - The OE undertyping finding and the A/B-OverEnum diagnostic split - r15 WUAP schema preview (diagnostic, not gating) - AAR v0.8 evidence chain with the two evidence layers explicitly separated (38/39 behavioral, 195/195 instrument), each with scope qualifiers Docs-only addition. No v0.8 modification, no v0.9 creation, no model/API evaluations, no curated evidence / raw / frozen / quarantined artifact changes. Adds explicit h019 / INVALID_CASE attribution to the AAR Layer 1 cell so the audit-trail anchor is present on the landing page, matching the consistency expected across the evidence trail.
