Adds direct public-annotator tests for RelatedAnnotator oneOf/intersectionOf branches and ShortForm/Label behavior; a packaged-CLI local owl:imports fixture asserting provenance, labels, and derived parent; and a coverage map for all 22 annotators with explicit gaps.
Verification: Java 21, mvn -q -ntp -f dataload/pom.xml verify passed. Focused import test also passed after strengthening directParent and shared-label assertions.
Not frozen in this PR: hasValue relatedTo direction is observed but needs domain contract confirmation. Same-run ontology failure isolation remains a separate Nextflow test gap.
