Brief summary of bug
I am testing the externals for the new ifx compiler (currently cesm3_0_alpha08l, but that could change) in CISM-Wrapper. The CDEPs component (cdeps1.0.93) complained that it couldn't build without FTorch. When I copied the .gitmodules file from CESM that included the FTorch component, the line "ToplevelOptional" is used. This did not fix the build error because git-fleximod didn't check out FTorch in CISM-wrapper if it's optional. So, I think, with this CDEPs tag, we should update the .gitmodules file to make FTorch required.
