Use the latest released version of ROBOT (1.9.11). For the ROBOT image, we also update the base system to Ubuntu 26.04, since that was not done before. (It's unclear to me whether the ROBOT image is still needed at all; ROBOT provides its own image -- https://github.com/ontodev/robot/blob/master/Dockerfile --, why should the ODK provide another one?)
