Backend work for ping pong integration

Parent issue is #157 This issue contains the work that should be done for the backend integration of ping pong. This can be done on one PR or broken up if desired

• Add ping pong simulation to the management command
• Run the simulation as a celery task
• Add corresponding simulation record models
• Add corresponding config models
• Add testing
