Add topology create/edit forms for switches and directed links

• Create/name/save a topology; list and edit saved topologies.
• Add/remove switches with terminals, terminal_bandwidth, switch_buffer.
• Add/remove directed links with a bandwidth. Each direction is edited independently.
• Wire validation into form errors.
