Add Ursa modulefiles, venv instructions, etc. for local development on RDHPCS

I'm not convinced that the devcontainer is the best way to work on the NOAA RDHPCS machines, while it's great for Codespaces or development on a machine where one has more control.

We should add instructions, modulefiles, etc. so that users can install GEODE both in dev and usage modes on NOAA RDHPCS Ursa.

Prioritizing this because apparently the Icechunk API hangs when running in VSCode through a container on Ursa. We should be able to module load everything we need + create a user pyvenv for dev and testing

Well... Python3.11 which is what is on Ursa does not support Icechunk 2.0, so that's a problem. Turns out the issue was not the container, but rather too many threads being spawned. I think adding this in the tunnel creation fixes the issue taskset -c 0-15. Deprioritizing for now but will keep the branch feature/ursa-env since there is some good stuff in there
