Legend generates in LegendRendererTemplate if no other layout present

Generating legend creates the Legend Layout layer and LegendRendererTemplate layer and creates the legend in the Legend Layout.

If I erase the legend layout layer (say I want make some edits) and want to rerun the generator. It will generate the legend in the LegendRendererTemplate layer and will not create a new Legend Layout layer. If I erase both the layers in the first place and rerun then it will be fine.
