Tuner not updated for non-imu-orientation localizer

The ThreeWheelIMULocalizer (and probably the TwoWheelLocalizer) were recently updated to not require an orientation (commit 2199a73).
The tuner (and possibly docs) should be updated for this change but still provide an imuOrientation variable in the auto tuning.
