The shared RT-Thread STM32 Ethernet driver now uses the current HAL ETH API for STM32H7. Remove the ART-Pi board-specific Legacy source selection so enabling Ethernet always builds stm32h7xx_hal_eth.c and stm32h7xx_hal_eth_ex.c.

This also keeps SOC_STM32H750_ARTPI as a board identity symbol for unrelated packages.
