Scope

  • Adds a standalone windmill/ subsystem to KazeneOS without changing existing files.
  • Integrates D/R/N/P control, independent guard precedence, replaceable blades, and Trace requirements.
  • Adds 20 declarative synthetic policy cases, Python standard-library validator, and a GitHub Actions matrix.

Safety and validation limits

  • These tests exercise modeled policy decisions, not real security, GPT connectivity, signature verification, or attribution.
  • Synthetic pressure thresholds do not constitute deployment guidance.

Review checklist

  • CI passes on Python 3.10 and 3.12
  • Independent review of safety assumptions and fail-closed behavior
  • Merge to main only after review; publish v1.0 release after merge.
