Formalise Grover's algorithm

Hey here! a few months ago I had fun doing a bit of formalising some quantum stuff, and I'd be interested in adapting my formalisation of Grover's algorithm to this repo. I just wanted to check that no one here is already working on this?

Not that I am aware of. But @tannerduve is the one who is actively contributing to the quantum side.
