Pin the types whitelist in validate-pr-title.yml to the union of the conventional-commit-types defaults and the types listed in .agents/skills/create-pr/SKILL.md, so PR titles like 'release: ...' generated per the skill pass validation.

💡 背景与方案
PR 标题校验使用的
amannn/action-semantic-pull-request在未配置types输入时，会按 conventional-commit-types 的默认白名单校验，仅允许feat、fix、docs、style、refactor、perf、test、build、ci、chore、revert。本仓库 create-pr skill（.agents/skills/create-pr/SKILL.md）中补充的release标题类型会被 CI 直接拒绝。本次为该 action 显式配置
types白名单，取默认白名单与仓库 skill 所列类型的并集，共 12 个：在默认白名单基础上新增release。subjectPattern等其余校验规则保持不变。📝 变更日志
