ci: merge_group trigger for merge queue (G1, draft) - #260
EO P0: prepare ashlr-plugin for a merge queue (ruleset change is Masbot's).
merge_group: added to ci.yml on:. Nothing else.
Concurrency already ci-${{ github.event.pull_request.number || github.ref }}: each queue entry has its own gh-readonly-queue ref, cancel-in-progress pull_request-only. No change needed.
Floor already holds: linux checks (contains the Classify changes step) has no job-level if, so it runs on merge_group; CI Gate is if: always() and throws unless linux=success; a skipped selected job fails it. On merge_group the classifier selects code=true and FULL_OS=true, so other-os and integration-windows run in the queue (that is the existing non-PR behaviour).
G1: Security PASS at head SHA required. actionlint: see CI.
Supersedes #259 (reopened from the masonwyatt23 fork per ENGINEER-RULES limit 3; same head commit).

Chores
CI now responds to merge-queue events. Linux checks run for these events, and the CI Gate requires those checks to pass. This updates the automated validation performed during queued merges; it does not change the application’s features or behavior.
ashlrai/ashlr-plugin#248: Updates the same workflow’s classifier output and job selection logic, which the merge-group behavior uses.
ashlrai/ashlr-plugin#261: Updates the classifier output and CI Gate logic used by the merge-group workflow.

The title clearly identifies the main change: adding a merge_group trigger for the merge queue. The G1, draft suffix adds status context but does not obscure the change.

No pull_request_target, no new uses:, no permission changes, no new if/paths/continue-on-error.
On merge_group, Classify changes (ci.yml:38-53) sets code=true for any non-PR event, so the full linux job runs; other-os and integration-windows also run (their if is true for any non-pull_request event). This tightens the queue run.
CI Gate (ci.yml:317+): if: always(), requires linux success, requires success for selected jobs and skipped for unselected ones, so cancelled or unexpected skips fail. Required check "CI Gate" reports on merge_group.
Concurrency on merge_group uses github.ref (unique gh-readonly-queue ref), cancel-in-progress false.
Notes (non-blocking):
ashlr-plugin has no merge queue on main today, so the trigger is inert until a queue rule is added (EO OK required).
Comment at ci.yml:7-8 says only linux checks and CI Gate run in the queue; other-os and integration-windows also run. Suggest fixing the comment.
Pre-existing: integration-windows has job-level continue-on-error: true (ci.yml:256), tag-pinned actions (checkout@v4, setup-bun@v1, cache@v4, upload-artifact@v4, peter-evans/create-pull-request@v6) and no top-level permissions. Follow-up, not this PR.

Update the merge-queue job comment.
merge_group does not run only linux checks and CI Gate. For this event, code=true and FULL_OS=true, so other-os and integration-windows are also selected and must succeed. List all selected jobs in the comment so the documented merge-queue checks match the workflow.
