#53's Dockerfile change did not survive the merge into main (CHANGELOG entry did), so main still pinned 20260908 and update_toolchains.py --check kept reporting it STALE.

docker/windows.Dockerfilechange is not in main (only its CHANGELOG entry is), soupdate_toolchains.py --checkstill reports llvm-mingw STALE. Re-applies it: same URL and sha256 as #53 (hash recomputed from the real tarball).After merge the
