Hat rendering doesn't work well when viewing header files in "rich HTML" mode

I'm not sure what JetBrains calls this mode, but it turns on automatically when browsing read only library / header files, and enables renders comments as rich HTML.

It looks like this (without hats):

Unfortunately the existing hat logic goes haywire when you open such a file, so we should skip them for now.
