Companion to the review of googlefonts#2070. This adds negative tests for
has_overlaps(disjoint contours, a counter, duplicate contours), tests thatremove_overlapskeeps bezier curves and removes all overlaps, and moves linesweeper to[workspace.dependencies]to match the other deps.Merge or cherry-pick into your branch as you prefer.
