Supports the possibility to skip reading the CRS (and override it with a provided value). Should enable reading AHN5 files whose WKT flag has not been set (see https://gis.stackexchange.com/questions/413191/python-pdal-error-reading-format-1-4-las-file-readers-las-error-global-enco)
