Phase 5D

• adds a strict JSON manifest and sequential batch-features command
• enforces 64 items, 64 KiB manifest, 2 MiB per file, and 16 MiB cumulative input
• confines relative paths to the manifest directory and rejects symlinks and duplicate IDs/references/content
• reuses the exact Phase 5C GeoTIFF reader and Phase 5B feature transform
• reports aggregate state plus bounded opaque item statuses with no paths, coordinates, features, scores, or timings
• creates no input copy, temporary storage, cache, output artifact, or model execution path

Clean-worktree verification passed 428 tests with four intentional environment/private-data skips, plus Ruff, both doctors, the 265-artifact validator, pip check, privacy, coordinate, sensitive-file, frozen-artifact, manuscript, website, and spent-test safeguards.

No approved model was loaded, deserialized, or executed. No real terrain or spent-test data was read. No training, tuning, scientific-result change, API, website, deployment, discovery claim, or sensitive-data exposure occurred.
