Adds a concise, coordinate-safe checklist for future independent Phase 5E security, privacy, archaeological/scientific, and licensing review. Includes reviewer declaration and an explicit owner decision gate. Documentation only: no inference behavior, private model execution, real terrain processing, spent-test access, scientific-result changes, frozen-artifact changes, or Phase 5F authorization. Project validation passes all 265 required-artifact checks.
