fix(packaging): refresh TLS trust and bundled Go components - #4051

Bump the container plugin to 0.7.6 and falcoctl to 0.14.3 using the verified release archives for both architectures. Require patched Wolfi and Debian CA packages and retain the Buster loader with persistent exclusions for the affected trust anchors. Refresh external bases while preserving the loader's local Debian parent, and check certificate trust before publishing image artifacts. Signed-off-by: Leonardo Grasso <me@leonardograsso.com>

This is intended for
0.45.2. Merge this PR before the release-branch sync:The offline checks use all 14 advisory chains at a fixed valid time, explicit legacy trust controls, and an unaffected HTTPS chain. The Buster package's regeneration script passed local before/after tests. Component hashes, CMake formatting, shell syntax, and workflow lint checks also pass.
Image trust CI passes for all four variants on both architectures, including Buster, before and after certificate regeneration. The PR image workflow uses published
0.45.1packages to test the Dockerfiles. Package CI separately builds and tests the updated component pins and is still running. Master and release workflows check images containing their newly built packages.References:
