[BUG] Can't install fastfetch on Windows 10

Description

I was trying to install fastfetch on my Windows 10 computer and I have the following error message which is partly in French because I havea a French install of Windows:

C:\WINDOWS\system32>winget install fastfetch

La licence d’utilisation de cette application vous est octroyée par son propriétaire.
Microsoft n’est pas responsable des paquets tiers et n’accorde pas de licence à ceux-ci.

Une erreur inattendue s'est produite lors de l'exécution de la commande :
0x80070020 : The process cannot access the file because it is being used by another process.

I also tried in Admin Command Prompt and with the --force command.

I restarted my computer and retried the installation with Command Prompt running as administrator.
The problem persists - same 0x80070020 error. I also tried with the --force flag, but it didn't help.

Here are the exact error messages I'm getting:

This appears to be a winget-specific issue, as the file locking error persists even after system restart and administrator privileges.

Has anyone else experienced this issue with winget on Windows 10?

I ran into something similar trying "winget" on a machine running Windows 11 IOT LTSC. Ended up using "scoop" instead of "winget". If you end up going with "scoop" take note that it uses its own folder structure to maintain the software you get through it, and if you clean up older versions you may lose configs if they were located in those folders. It also might have some issues working with files located in protected folders.

@alixedomn I tried with "scoop", and I managed to install fastfetch and use it with Command Prompt. :)

I was able to install fastfetch successfully using Scoop instead of winget:

```powershell
iwr -useb get.scoop.sh | iex
scoop install fastfetch

This worked without the 0x80070020 file-locking error. The issue appears to be specific to the winget installation path on this Windows 10 system.

I am not the person who opened the issue, so I can't close it. Also, I don't know if it should be redirected to relevent channel (Windows Package Manager project?).
