chore: give both repos the same mutation and release configuration - #120

Same keys, same order, same report paths as safeaccess-identum, so a diff between the two config files shows only what is deliberately different. - stryker.config.json: coverageAnalysis and timeoutMS explicit, reports under reports/mutation/, dashboard block carrying project, version and reportType. - infection.json renamed to infection.json5 (Infection picks either up) so the file can carry the comment tying minMsi to scripts/mutation.sh and the workflow, and it now emits the summary log alongside the json the badge step reads. - release-please: dropped extra-files ["composer.json"]. The php release type already updates composer.json on its own — safeaccess-identum has no extra-files entry and its composer.json version tracks every release. Thresholds stay at 90/100 here and 85 in identum, deliberately.

Mirror of the same change in
safeaccess-identum, so diffing the two configfiles shows only what is deliberately different.
stryker.config.json—coverageAnalysisandtimeoutMSexplicit,reports under
reports/mutation/, and thedashboardblock carryingproject, versionandreportType. Each repo previously had adifferent half of that block.
infection.json→infection.json5— Infection picks up either, andjson5 can hold the comment tying
minMsitoscripts/mutation.shand theworkflow, the way identum's already does. It now also writes the summary log
next to the json the badge step reads.
release-please-config.json— droppedextra-files: ["composer.json"].The
phprelease type updatescomposer.jsonon its own: identum has nosuch entry and its
composer.jsonversion has tracked every release(0.1.7 → 0.1.8 → 0.2.0). The entry was a no-op that only existed here.
Thresholds stay at 90/100 here and 85 in identum — that difference is real,
not drift.
