web: hide the Jobs header link unless PUBLIC_SHOW_JOBS_LINK is set - #16635

We've stopped hiring, so the Jobs link in the desktop header and mobile menu now only shows when PUBLIC_SHOW_JOBS_LINK=true. It defaults to hidden, so turning hiring back on is an env change, not a code change. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

PUBLIC_SHOW_JOBS_LINK=true.It defaults to hidden: merging this removes the link with no env setup. To bring it back, set
