fix(clipboard): document ohpm install command in HAR README - #115

ohpm rejects packages whose readme.md lacks an install command, which blocked publishing @ohos-rs/ability-plugin-clipboard. Rewrite the English README with the standard plugin layout (install, assembly, contract, runtime constraints) and expand the Chinese stub to match. Co-Authored-By: Claude Code <noreply@anthropic.com>
