Send blank/empty notebook when template doesn't render, log issue

When notebook is requested but doesn't render, log the issue for the team to be aware.
Send the blank or an empty notebook with an error message for the user to still open the workspace.

Alternatively, for the simple insert value templates, we can return the templates with no values inserted and an error message, but the rest of the template.
For templates with larger rendering logic (e.g. the vitessce visualization one), we can return an empty notebook with error message.
