Overview
Updates production GitHub Actions workflows to use aws-actions/configure-aws-credentials@v6 instead of v4 for OIDC-based AWS login in deploy.yml and external-qualify.yml. Step inputs (role-to-assume, region, and allowed-account-ids on external qualify) are unchanged.

v6 is a major bump (Node 24 inside the action), so jobs need a current ubuntu-latest runner (Actions runner ≥ v2.327.1). Reviewers should confirm deploy and external-qualify runs succeed after merge.
