Overview
Upgrades the GitHub Actions setup-node step from v4 to v7 everywhere Node is installed in CI and release automation.

The change is limited to workflow YAML: ci.yml (app, infra, plugins, e2e, docker, and audit jobs), deploy.yml, external-qualify.yml, and release.yml (version and publish jobs). node-version: 22 and existing npm cache settings (including cache-dependency-path for infra) are unchanged.
