Axis, mapping, condition and location values were f32, which can't represent a value like -0.55; fontTools reads them as doubles. With this patch they are f64.

Motivated by fontc on Roboto, where a master sits at exactly -0.5 on wght: the f32 error moves it by 1e-8, so deltas that should tie at .5 round differently from fontmake.
