Why:
The repository's agent guide was untracked and described an embeddings-based pipeline that the app no longer uses. Keeping it in the repository gives contributors current project context.
This change addresses the need by:
AGENTS.mdwith the current leaflet extraction, caching, Q&A, and model routing.
