Lets apps read and manage organizations through the v2 API, which lists organizations without their members and can filter them by the role the requesting user holds. The v1 functions are unchanged. Bumps the version to 0.9.4-rc2.
In ClojureScript the members request returns a channel rather than the members, so the check could not work there.

Adds a way to read and manage organizations through Ona's v2 organizations API.
Compared with the v1 API, the v2 organizations list no longer includes every member of every organization, and it can be narrowed to the organizations where the person making the request holds a given role (for example, those they own or manage). A single organization includes the requesting person's own role, and its members are fetched separately only when needed. Members are added, have their role changed, and are removed through v2 as well.
The existing v1 organization functions are unchanged, so current callers keep working.
Bumps the version to 0.9.4-rc2.
Stacked on #321. Merge that first; this branch is based on it.
