[bug] admin filter options cannot be selected in Safari #768

Describe the bug
In Safari, clicking an option in any changelist filter dropdown
(for example "By health status" on the device list) does nothing: the
dropdown closes and no option is selected. Chrome and Firefox work.

Steps To Reproduce
Steps to reproduce the behavior:

  1. Go to Devices
  2. Click on By health status
  3. Scroll down to any option
  4. Option isn't selected

Expected behavior
I would expect the filter to be applied

Cause
Pressing the mouse on an option makes Safari move focus to the
filter bar's scroll container, .ow-filter-slider (overflow-x: auto).
Safari focuses scroll containers on click; Chrome does not. The document
focusin listener in initFilterDropdownHandler() (ow-filter.js) closes
the active filter whenever focus moves to an element outside it, and the
slider contains the filter rather than being inside it, so the dropdown is
hidden between mousedown and mouseup. The mouse is released over
whatever lies beneath and the click goes to the page, not the option.
