release: date v0.1.0 for llama-cpp-rocm-gfx1201-avx2 promotion - #17

Date the v0.1.0 section so the promote workflow can tag published digests. v0.1.0 covers both inference images; the llama-cpp-rocm-gfx1201-avx2 digest is promoted now, the DGX Spark digest can be promoted to v0.1.0 when it qualifies.
