Add GitHub Actions CI for the CPU-only test suites - #3

.github/workflows/tests.yml runs the 12 suites that need no GPU (per AGENTS.md's documented Tests list) on every push and PR: 8 queue/ suites plus 4 scripts/ suites (numpy/OpenCV only), skipping only test_api.py (needs a running service) and scripts/test_fisheye.py (needs pycolmap). A third job greps queue/app/ for numpy/cv2/torch imports to enforce the "heavy work belongs in a script" rule automatically. Verified locally by installing each job's exact dependency set and running every suite. While wiring this up, found deploy.sh never actually synced test_telemetry.py, test_remote.py, test_benchmark.py or test_hoststats.py to the deployed queue_app/ directory, so the commands documented in queue/README.md's Tests section would 404 on a real install; fixed the rsync list. Also updated that section (it said "Five suites" and omitted four of the ten that exist) and cross-linked it with AGENTS.md and the new CI job, and added a status badge to the top-level README.
