[Transparent Desktop Icons with Spotlight] Issues related to wallpapers in wallpaper engine

Problem Description

When using animated wallpapers with Wallpaper Engine, the mod causes visual glitches and animation issues with the spotlight effect. The spotlight transparency appears to conflict or flicker between the default Windows desktop wallpaper and the active Wallpaper Engine background. IF YOU USE THE SAME WALLPAPER IN BOTH WINDOWS AND WALLPAPER ENGINE YOU'RE GOING TO SEE A LOT OF ANIMATION PROBLEMS

Steps to Reproduce

1. Enable the Transparent Desktop Icons with Spotlight mod in Windhawk.
2. Open Wallpaper Engine and apply any wallpaper
3. Move the cursor over the desktop icons to trigger the spotlight effect.
4. Observe the animation glitches and unwanted transitions between the Windows wallpaper and the Wallpaper Engine background.

Yes, this mod is not compatible with animated wallpapers. (I swear I thought that I wrote that in the description, but apparently I didn't- sorry)
The next version will have some sort of support for that, but I only tested it on LivelyWallpaper.
I've been working on this mod over the past few months, and it kinda' got out of hand and spawned a life of its own, and now it's like 10k lines :)))) (no slop tho), but it still has some issues that I want to iron out before I feel like I can push it to main. Unfortunately, I don't have the time right now to work on it.
I've uploaded a beta/test version here, if you want to give it a try. If you do, please let me know of any issues you encounter.
