Linux jobs move to [self-hosted, systemfsoftware-runner, <size>]: small for commitlint, changeset-check, force-release and release planning, medium for npm publish, large for check:ci. The macOS check:ci leg stays on macos-latest because the fleet has no macOS; AGENTS.md records the exception and its trigger. force-release drops its @TODO/starter default. actionlint.yaml declares the fleet labels. Operator approval: Kiro, 2026-10-05 (GATE1)
The org's self-hosted fleet runner group admits only private repositories, a deliberate fork-safety boundary, and this repository is public, so every [self-hosted, systemfsoftware-runner, *] job queued forever. Every job now runs on ubuntu-latest, with the macOS check:ci leg on macos-latest. The Linux check splits check:ci into parallel jobs (format, lint, typecheck, test, dist) instead of using a large runner. actionlint.yaml loses the fleet labels, and AGENTS.md's CI section records the reason. Operator approval: Kiro, 2026-10-05 (GATE1)
