fix: skip Ctrl+C handling where Console.CancelKeyPress is unsupported

Description

TUnit runs on Android again: a platform without console signals no longer fails the session at startup.

• EngineCancellationToken.Initialise treats PlatformNotSupportedException from Console.CancelKeyPress as "no Ctrl+C handling". Android, iOS and tvOS throw it from the add accessor, which failed every run before the first test. The guard does not list OS names, so any other platform that throws is covered too.
• Dispose only unsubscribes from Console.CancelKeyPress when the subscription succeeded.
• Nothing else changes. The browser guard stays (the platform analyzer requires it), ProcessExit is still hooked, and the Microsoft.Testing.Platform token still cancels the run on every platform.
• The subscribe and unsubscribe calls are internal virtual so unit tests can simulate a platform that throws. No public API changes.

Additional Notes

Verified on an Android emulator with the reproduction from #6888, and on Linux.

• Android 16 (API 36) x86_64 emulator, dotnet test --device, .NET SDK 11.0.100-rc.1.26425.128. The reproduction fails with 1.69.16 and with TUnit.Core built from main. It passes with TUnit.Core built from this branch.
• New EngineCancellationTokenTests in TUnit.UnitTests cover the throwing subscription, platform-token cancellation when Ctrl+C is unsupported, and unsubscribing only after a successful subscription. Exceptions other than PlatformNotSupportedException still propagate.
• On Linux, SIGINT behaves as on main. TUnit.TestProject with CanCancelTests exits through the forceful-exit timer at the same time on both. ExternalCancellationTests in TUnit.Engine.Tests pass.
• The whole TUnit.UnitTests suite and the TUnit.PublicAPI Core snapshots pass on net8.0, net9.0 and net10.0. I did not run the full test set. The dual-mode, snapshot, performance and AOT items do not apply: no discovery, generator output, public API, hot-path or reflection change.
