A merged design keeps changing until the feature ships, so freezing it at merge locks in a draft. Designs stay editable until the feature is in a tagged release; after that, later changes go into a dated Amendments section instead of rewriting the body. Record the usage limits key in the provisioning amendments.
Replace the per-metric usageLimits resources with one USAGE_LIMITS instance setting: an ordered list where each entry names the users it applies to, or applies to all users, and carries an optional value per metric. The first entry that names a user is that user's whole limit set; the last entry applies to all users and is the default. An unset value is unlimited, as is 0. Field 2 of the entry is kept for a later labels target. - Store: validate the list (at most 100 entries naming at most 1,000 users, checked before the duplicate scan; exactly one all-users entry, last), serve a built-in default of 8 KiB per memo and 32 MiB per file when nothing is stored, and drop a deleted user from every entry. - API: read and replace the setting whole through GetInstanceSetting and UpdateInstanceSetting, admin only on read because entries name users. Remove the five usageLimits RPCs. UserUsage returns the limit set in effect and its index. The refusal error keeps metric, limit, and usage. - Core: resolve the first matching entry; checks read the entry directly. - Web: one table in stored order with position numbers, a note that the first matching entry applies, move up and down, a pinned default row, a flag on entries an earlier entry shadows, and a dialog that pre-fills new entries from the default and keeps the stored value of fields the admin did not touch. My Account shows usage against the resolved set. - Docs: design document rewritten; API changelog, proto README, and provisioning amendments updated.

Summary
Usage limits become one ordered list of entries stored as the
USAGE_LIMITSinstance setting. Each entry names the users it applies to, or applies to all users, and carries an optional value per metric (memo count, memo content bytes, storage bytes, upload bytes). The first entry that names a user is that user's whole limit set. The last entry applies to all users and is the default. An unset value is unlimited, as is 0.This replaces the unreleased per-metric
usageLimits/{id}resources and their five RPCs. The feature has not shipped, so the stored shape and the API change without migration. Why
The earlier shape could give one user a bigger limit but could not say which users share a limit set, and every value was its own resource with its own write path. An ordered list expresses a common limit and bigger limits for chosen users with one concept, precedence that is visible in the list itself, and no merge rule. Field 2 of the entry is kept free for a later
labelstarget so a hosted deployment can express "every user with attribute X" without listing ids.Changes
InstanceUsageLimitsSettingis the list. Validation caps it at 100 entries naming at most 1,000 users, requires exactly one all-users entry in last position, and rejects negative values. With nothing stored the instance behaves as one default entry: 8 KiB per memo, 32 MiB per file. Deleting a user removes them from every entry.GetInstanceSettingandUpdateInstanceSettingoninstance/settings/USAGE_LIMITS, admin-only on read because entries name users.UserUsagereturns the limit set in effect aslimitspluslimit_index. The refusal error keeps reasonQUOTA_EXCEEDEDwithmetric,limit, andusage.usagelimitresolves the first matching entry and checks against it directly.Verification
