fix: prevent backup retention from flooding the queue with duplicate delete jobs - #1281
Fixes a queue flood caused by backup retention. The BackupFilecreated hook re-selected every file beyond keep_backups on each backup run and dispatched a DeleteFileJob for each, regardless of status. When deletions can't complete (server/storage unreachable), the files stay in DELETING/DELETE_FAILED, so every subsequent run re-dispatches all of them — growing the ssh queue without bound (quadratically for short intervals) and, in production, exhausting Redis and taking Horizon/the panel down.
Observed in production: an every-minute backup on an unreachable server accumulated 36k+ files stuck in deleting; the ssh queue passed 170k jobs and kept climbing, failed_jobs hit ~576k, and Redis was OOM-killed.
Changes
App\Models\BackupFile::booted() — exclude files already in DELETING or DELETE_FAILED from the retention sweep, so each expired file is dispatched for deletion at most once.
App\Actions\Backup\ManageBackupFile::delete() — short-circuit when the file is already DELETING (idempotency guard against duplicate dispatch).
Adds a regression test (tests/Feature/BackupTest.php) asserting a file already being deleted is not re-dispatched on the next retention run.
Notes
Files that genuinely fail to delete become DELETE_FAILED and are no longer re-queued automatically; they remain visible and can be retried, and ReconcileBackupsCommand still handles stuck in-flight states. This trades infinite automatic retries (the bug) for a single attempt, which stops the flood.
Improved backup retention handling to avoid repeatedly scheduling files that are already being deleted or have a failed deletion.
When new backups exceed the configured retention limit, deletion jobs are now scheduled only for newly expired files, reducing duplicate deletion work.
…delete jobs
The BackupFile "created" hook re-selected every file beyond keep_backups on
each backup run and dispatched a DeleteFileJob for each, regardless of whether
that file was already queued for deletion or had previously failed to delete.
When the server or storage provider is unreachable the files never leave the
DELETING / DELETE_FAILED state, so every subsequent backup re-dispatches all of
them. With a short interval this grows the "ssh" queue without bound
(quadratically in the number of stuck files) and can exhaust Redis.
Fix:
- Exclude files already in DELETING or DELETE_FAILED from the retention sweep in
BackupFile::booted(), so each expired file is dispatched for deletion once.
- Short-circuit ManageBackupFile::delete() for files already in DELETING as an
idempotency guard against duplicate dispatch.
Adds a regression test asserting a file already being deleted is not
re-dispatched on the next retention run.
Backup retention now excludes files marked DELETING or DELETE_FAILED from cleanup selection. The delete action also returns for files already marked DELETING. A feature test checks that successive retention runs do not dispatch duplicate deletion jobs.

Issue 1280 describes duplicate deletion jobs for backup files that cannot be deleted. This change filters files with DELETING or DELETE_FAILED status and adds a guard for DELETING files.

Concurrent backup creation can still enqueue duplicate deletion jobs for one file. Make the deletion claim atomic before merging unless that bounded queue-growth risk is explicitly accepted.

Explanation
The title states the main change: backup retention no longer dispatches duplicate delete jobs for files already being deleted. The raw summary confirms the retention sweep now excludes DELETING and DELETE_FAILED files and that ManageBackupFile::delete returns early for DELETING files. The title matches the changeset and the linked objectives.
Full details: Linked Issues check
Explanation
Issue #1280 requires that each expired backup file is dispatched for deletion at most once. Files already DELETING or DELETE_FAILED must not be re-queued on later runs. At the reviewed head, app/Models/BackupFile.php booted() adds whereNotIn('status', [DELETING, DELETE_FAILED]) to the retention sweep query. Files in those states are no longer passed to ManageBackupFile::delete(). The sweep therefore dispatches each newly expired file once. ManageBackupFile::delete() also returns early when $file->status === BackupFileStatus::DELETING, which blocks duplicate dispatch from other callers. The added test in tests/Feature/BackupTest.php checks the sequence. With keep_backups = 1, the first expired file dispatches one DeleteFileJob. A later run must add only one more, for a total of two. Before the change, the already-DELETING file would be dispatched again, giving three, so the test detects the original defect. The change does not alter the requirement's expected behaviour. The PR description states that DELETE_FAILED files are no longer retried automatically. The issue's expected behaviour also requires this. No coding requirement is unmet. Test execution was not performed in this review. The assessment relies on source inspection of the diff.

Explanation
The whole-PR diff against the merge base has three changes. (1) app/Models/BackupFile.php adds a status exclusion to the retention sweep. This directly implements issue #1280. (2) app/Actions/Backup/ManageBackupFile.php adds an idempotency guard for files already in DELETING. This supports the same objective. It affects all callers of delete(), but only skips files that are already queued for deletion. It does not change DELETE_FAILED retry behaviour through that path. (3) tests/Feature/BackupTest.php adds one regression test for the retention sweep. This supports the objective. No unrelated files or behaviour changes appear in the diff.

Make the deletion transition atomic.
UniqueQueue serialises DeleteFileJob::handle(), but it does not prevent duplicate dispatches. Concurrent BackupFile creation callbacks can load the same eligible file before either callback saves DELETING. Both calls can then dispatch a job.
Use a conditional atomic status update and dispatch only when that update changes one row. Preserve the existing status and message updates for the caller that claims the file.

Cover the DELETE_FAILED exclusion.
The current test covers only DELETING. The existing dispatch-count assertion detects a run that selects $old again but omits the newly expired file: ManageBackupFile::delete($old) returns while $old is DELETING, so the count remains one. An extra assertion for the second file is not required for this path.
