refactor(githubactions): source action pins from V.scala - #826

Move V.scala from zio-sbt-ci to zio-sbt-githubactions so ScalaWorkflow can use it (zio-sbt-ci depends on zio-sbt-githubactions), and replace every hardcoded action ref in ScalaWorkflow with V(...). Adds the six actions that were missing from V. actions/cache moves from the dead v2 to v6.1.0; other pins keep their current versions.
