docs: fix dangling tech-debt.md reference in Google Colab section - #166

Swift doesn't use tech-debt.md (never did, or migrated away before this repo history) -- the referenced "Google Colab support" section doesn't exist. The investigation it points to actually lives in issue #45, so point there instead. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
